Ik it only changes details, uses an action, and doesnt change clothes, but how does it benifit?? Cant i get the same result if i just roll a high deception??? How does it change anything??
Well i see that, but in a more general sense, like lets say im trying to infiltrate is cult, and i have like, actor feat and Charlatan background, i wouldnt exactly need to use my Change Appearance in that situation- so its more of a infiltration and gaining trust kind of thing-?

It change in that you may have advantage to the Charisma (Deception) check should it was not indiscernible to a suspecting observer.

The shapechanger feature is more valuable when you need to impersonate a specific person. In the scenario you mention, it's probably not so necessary (though it can certainly help you avoid being recognized later).

Say you're infiltrating that cult, and you get caught. Now you're known to them, and if you need to interact with them again, you've got a problem. Meanwhile, the Changeling was infiltrating them as an elf the first time, a human the second time, and now is interacting them as a Dragonborn.
There are also plenty of situations where you may not even need to roll your deception if you've got the right face, and plenty more where it'll probably give you advantage.
Want to follow someone/shake somebody following you? It's a lot easier when you can substantially change your appearance in six seconds.
