It’s telling you what the saving throw DC (difficulty class) is for that spell. It’s the save the spell’s target needs to roll (I.e. d20 plus Dex save) to save against the spell’s effect.
As banksmj points out, 12 is the save DC and Dex is the type of saving throw the target of the spell uses. The target rolls a d20, then adds their Dex modifier. If the target has proficiency in dexterity saving throws they add their proficiency bonus as well. If they roll a total of 12 or higher they successfully make their save.
If you are using the D&D Beyond character sheet or monster stat block the modifiers are automatically calculated in the roll.

Under spells and then under "Attack/Save" it says "Dex 12".
What does this mean? Does it mean that I throw a d12 and then plus my Dexterity modifier? I'm new to D&D
