I'm looking for some clarity on a rule interpretation.
Anyone can use two weapon to attack if they are both light weapons.
"When you take the Attack action and attack with a light melee weapon that you're holding in one hand, you can use a bonus action to attack with a different light melee weapon that you're holding in the other hand. You don't add your ability modifier to the damage of the bonus attack, unless that modifier is negative."
So, no Strength or Dexterity ability bonus. That's clear. What about one's Proficiency Bonus? May that be added to the second weapon?
I have two weapons, a dagger and a club. The dagger is +6 To-Hit (+3 Proficiency, +3 DEX). The club is at +4 To-hit (+3 Proficiency, +1 STR). So the dagger could attack twice at +6 or, , with two weapon fighting, once at +6 and then the club at +0 or +3?
To add to this mix, as a 5th level halfling barbarian, I have both Extra Attack feature and the Savage Attacker feat. Would it be your opinion that these two stack? Would I be able to use Savage Attacker on each Extra Attack? What if I'm using Two-weapon Fighting? Would these two feats apply to the second light weapon?
Would Extra Attack with Two-weapon fighting allow two dagger attacks and two club attacks? Would Savage Attacker allow four damage rolls at Advantage?
Dual-wielding Dagger and Club (Handedness doesn’t matter, only depends on which one you attack with as an Action), +3 Prof, +3 Dex mod, +1 Str mod, no Rage.
example:
Action: 2 attacks with dagger (extra attack) at +6, and 1d4+3 damage
Bonus Action: 1 attack with club (two-weapon fighting), at +4, and 1d4 damage
OR
Action: 2 attacks with club (extra attack) at +4, and 1d4+1 damage
Bonus Action: 1 attack with dagger (two-weapon fighting), at +6, and 1d4 damage
You can decide to use Savage Attacker after ANY hit you want on your turn, but only once. So if your first attack hits and you roll a 3 for damage, you could decide to risk it and wait to see if one of your follow-up attacks hit and reroll that damage dice instead.
edit: and for more clarification, here is the same example with rage +2 damage included on Str-based attacks:
Action: 2 attacks with dagger (extra attack) at +6, and 1d4+3 damage
Bonus Action: 1 attack with club (two-weapon fighting), at +4, and 1d4+2 damage
OR
Action: 2 attacks with club (extra attack) at +4, and 1d4+3 damage
Bonus Action: 1 attack with dagger (two-weapon fighting), at +6, and 1d4 damage
Tip: Check out the Dual-Wielder feat if you’re looking to attack with two non-light weapons later on. As of now your Dex is higher than your Str so it wouldn’t be very helpful yet.
Now that the mechanics have been discussed, next up, strategy. If you are going to keep Dex higher than Str for a while(or forever), you might as well use two d6 Finesse/Light weapons, which are going to be Shortsword or Scimitar.
My character concept is based upon the kid in The Road Warrior. A wild halfling barbarian dressed in furs who doesn't speak but only grunts, hoots and howls. I think I'll ditch the club and pick up a hand axe. All I am using it for is to carve notches in it of my kills.

For some more fun, a hand axe also has the thrown property, so you can melee with one and and ranged with the other if you like or need to.
