Lizardfolk has both if your looking to keep some speeds. Atleast climbing and swimming.
jumping in and of itself isn’t a transferable proficiency or “speed” on the list.

upon further inspection of the dampir feature it seems to restrict the speed transferred over to one of the 3, and the dampir already gains spiderclimb which is improved climbing. Perhaps a fly or swim speed should be chosen?

it says you get to keep one of those if you choose. Every racial option that I’m aware of that can fly has wings. I’m not sure how you would want to reconcile this role play wise but the flight can transfer. Could just fly without the wings? Quite a few things are able to do that within the game, though you’re still flying without hover and are more susceptible to fall damage if proned or somehow loose your movement.
the “real” limitation is if the dm approves of a player character having access to flight as a racial option.

the underlined restricts the options listed afterward to be things that can be done if switching from race to lineage, but not lineage to lineage. Lineage switch still seems to be possible but without the speed transfers. Just two skill proficiencies chosen when the rest of the features given up?

I get you thanks. I figured flying required wings. So a reborn that could fly needs wings.

Dhampir isn't a race, it's a lineage.
