It depends on the rules your DM sets up. The standard PHB rule for rolling is to roll 4d6, throwing out the lowest die 6 times. You then get to place the numbers you rolled in the ability stats as you see fit.
Some DMs don't let you choose which stat the roll goes for, you just roll in order. This isn't a common technique, but I've seen it discussed on forums. Other DMs let you roll an extra ability score so you can throw the lowest one out, or change the number of D6 or type of dice rolled.
