The Sage from Candle Keep gets 3/day each of the following spells. Comprehend Languages, Detect Magic, Identify. If you do the math that's 9 lvl 1 spell slots! That's insane for CR 1/2 creature. This has to mean he gets 3 lvl 1 spell slots per day to use as he sees fit, right?

Monsters are not PC’s. And newer monsters have been revised to get away from the spellcasting feature and spell slots to having x/day use of spell-like features.

In a typical encounter, a creature isn't likely to cast enough times that it matters how many slots they have. There's a resource limit to prevent just spamming their best spell forever.
Also, with that spell list, they could be able to cast those spells forever, and it doesn't affect their CR one whit, because they're non-combat.
And those are all rituals, the only limit on how many times you can cast them, is time.
As ThrikeenWarrior said Monsters are not PCs, while int based casters they are not wizards (at least int he PC class sense) and do not have ritual casting.

No, that creature does not have any spell slots at all. They have three casts per day of each of those spells.

I guess that makes sense. I'm willing to go with it. I can always change it if I end up not liking it.
It is easier for the DM to just say each of the non-combat spells are x/day.

I don't think it's going to matter much anyway whether the sage casts comprehend languages three times in a day or unlimited times via ritual casting.
