Can a soul inside a ring of mind shielding perceive it's surroundings?
Nothing in the item description states that it does, so i'm guessing not, but if anyone knows if it's possible(other than the dm allowing it) then i'd like to hear it.
The Ring of Mind Shielding doesn't say you perceive your surrounding when you'r soul is in it, only that you can telepathically communicate with any creature wearing the ring.
Personally, if I had a player die and have their soul trapped, I'd probably give them 10ft vision with disadvantage on perception. As though everything within 10ft was permanently cast in a dim light. It's just more fun if there is at least something for the player to engage with.
Some people figure that you are a ghost attached to the ring (Soul goes into ring after you die) so you can still make perception and investigation rolls and communicate to the wearer. Another example I found was the soul mentally slapping/yelling at charmed/sleeping wearers for another saving throws. Another group suggested that you were a ghost tethered in the ethereal plane to the ring, unable to move from the ring space but able to attack any ethereal creatures that came nearby using unarmed combat and spells/innate abilities without a material component for ranged.
I think it would be neat to run it this way, giving the new wearer a second pair of eyes and ears.
Also, depending on your DM, perhaps a creature with innate powers could use them (like feats such as Telepathic & telekinetic or the Githerais' mage hand innate power).

RAW: No external senses.

I don’t think so. I think the dm would have to decide.
