I was looking through the artisan tools to see how you would craft a shield and figured it would be under Smith's tools, carpenter's tools, or woodcarver's tools but none of them have shields listed. Since shields are in their own category in the armor section none of the catch all armor crafting would allow it. It seems like an oversight of RAW to not have a means to craft a shield when they went out of their way to give crafting rules. Am I missing something or did WOTC take the time to create crafting rules, forget about shields, and force DMs to make a ruling to allow crafting shields?
As a DM I'd probably allow it with carpenter's tools as well as smith's tools. Just seems weird that they forgot about shields after going to the trouble of fleshing out what the artisans' tools do and can craft.
Possibly because shields can reasonably be covered by Smithing or Woodworking depending on the flavor?
Of course it can be reasonably covered by the those with a DM Ruling, but if WOTC can take the time to add how to craft ball bearings, pots, perfumes and parchment why didn't they add the significantly more common shield?
Because those all fall into a single clear category
They have things appear on multiple artisan tools lists... Excluding shields is clearly a mistake and not an intentional way to say you can use either.
There are only 3 things in the weapons, armor, and adventuring gear besides the different packs that don't have a crafting tool listed. Books, holy water, and shields. The catch all rule that TarodNet posted covers them with a DM ruling but this is pretty clearly a mistake to not include shields in crafting.

Mmm. You're right, but I'd say the right tool might be Smith’s Tools. It covers medium and heavy armor.
I could see allowing Woodcarver’s Tools be used to craft a wooden shield even tough they usually have some metal parts.
