My question here is based around a language I created. To decipher the language you would need both sets of key codes. The language that is written down is markings. Just for ease of reference and understanding, I will use languages from our world. The written language is marking similar to japanese. With the key, you could decipher it into a pigpen cypher. Once you have the pigpen cypher written down, you would need the second key code to translate that to english. How would comprehend language work if reading the original writing, ie japanese before the key codes?
Comprehend Languages translates languages, not codes. So if the message requires a cypher to determine its meaning, then Comprehend Languages won't help much. Comprehend Languages will only help once the message is deciphered into any language, at which point the spell would allow the user to read it.
