I did a bit of reverse engineering and figured out that a dragon's Frightful Presence ability's DC would be 8 + the dragon's proficiency bonus + the dragon's charisma modifier.
So, this would work for any of the dragons in FToD.
It still begs the question though, why do none of the dragons in the book have the ability?

Basically though, it seems to me like the designers had different ideas about dragon statblocks, omitting frightful presence & changing how change shape works, but they've not reprinted the original dragon statblocks or addressed the changes so now they're just inconsistent
For older creatures you'll have to wait for Mordenkainen's Monsters of the Multiverse, due 2022, which will contain over 30 updated PC races and over 250 redesigned monsters and stat blocks.

I have a question about this, and that is proficiency bonus for what? Intimidation? Charisma? Something else?
I noticed that none of the dragons in FToD have the Frightful Presence ability. Not even the Greatwyrms or the Aspects of Bahamut or Tiamat?
Was this a mistake? Does anyone know?

Perhaps they decided that the frightened condition is over used? It don't mind the omission but it is odd.

A creatures proficiency bonus is set depending on its level, not depending on whatever skills it has.
