Were they only able to become werewolves on a full moon or did they learn to master their shapechanging ability andassume beast form or hybrid form at will.
I'm not familiar with this material, but from what you've quoted, it appears the transformation was uncontrolled and only happened during the full moon.
It says under the light of the full moon, so only during the full moon.

As the others have said, it appears to be uncontrolled. But it says nothing with the timeline. There is space in there to explore with your DM or players (if you're the DM). If there is more text, that could change things.
This was every word about Gray Wolf in SCAG that I could find that wasn't taking about their totems: The Gray Wolf tribe is taboo because of its many werewolf members. It has done much to plague the people in the environs of the Neverwinter Wood. The tribe doesn’t share the ‘gift’ of lycanthropy with others and therefore ensures there are no survivors of its attacks.
That does suggest much in favor either. To me, that would suggest that if something were to have happened, it would have been recent and perhaps fairly unique. Therefore, check with your DM if that is space that they would like to explore.
"A recent allaince with the Netherese have helped the Gray Wolf Tribe harness their savage nature. Now they may transform whenever they desire, making them powerful pawns of the Netherese in their war with the Thayans."
My story has nothing to do with the Netherese, but instead they have made an alliance with the Thayans, who gave them the ability to shapeshift whenever they want
