There is no requirement INT (or any other spellcasting Ability score) to cast spells as you had in other editions, but a low-spellcasting ability character would most certainly be less performing than an average/high Ability one.
Keep in mind that negative modifiers apply to everything connected to that Ability, so you would have to subtract from your Spell Save, your Spell Attack bonus, and any other numerical value using your INT.
It would also affect the number of spells you could prepare - for wizards this is spellcasting modifier + level. so you would not be able to cast ANY non cantrip spells until 3rd level.
Edit - my mistake, you would be able to prepare one spell until 4th level.
If I remember correctly, you need 8 Int in order to be able to read? Could make learning new spells interesting.
You can always prepare a minimum of 1 spell. If you focus on spells which don't use a save or an attack roll, then it is possible to be a spellcaster with a low primary ability. It's not ideal obviously, but ok.
