Could you then proceed to enchant said item?
For example, I cast True Polymorph on say a Demon, transforming them into a non-magical Adamantine long Sword, then spend the required money and time to enchant that sword making it a Shatterspike?

There’s nothing that says you can’t, but the exact process of creating a magic item is pretty much all DM discretion rather than hard rules.

Well, whether it will work like that is a whole other matter, and not one there’s any rules for.
