According to the mage 3rd level spell, Remove Curse:
At your touch, all curses affecting one creature or object end. If the object is a cursed magic item, its curse remains, but the spell breaks its owner’s attunement to the object so it can be removed or discarded.
Can you use this spell to break attunement regardless if the item is cursed or not? So you could wreck people's abilities to used their attuned equipment by removing their attunement to it?

It specifically checks if the item is cursed before it goes on to allow ending attunement. Far as I know, there's no player option to directly end someone else's attunement. Best you can do is drop an Anti-Magic Field to suppress the effects.

Well, you can kill them. Attunement ends "if the creature dies".
I hadn't really thought about that. I haven't played in one game where is a PC dies and has revivify cast on them they are not attuned to any magic items until they can take a short rest(s).
Aye, the reason Remove Curse can end attunement has only to deal with the nature of cursed magic items which (generally) prevent someone from removing/ending attunement to the item in question. By severing that curse, attunement can be ended.
Regular, non-cursed magic items are unaffected by Removed Curse.
