For the rule of no creating "quoted text from a Wizards of the Coast paid publication," would creating a homebrew feat that basically consisted of the following be legal with the site's rules: https://vidmate****/

Nope. The entirety of the feat has to be contained within the feat, so no referencing outside resources. That being said, anything is legal if you don't publish it. You can make a version of Sharpshooter that exactly replicates the official one, you just can't make it available to the public. Even if you don't publish, anything you make can be used by everybody you're in campaigns with, which is all you need for most purposes.
