It always had a range but it isn't expressed in feet and thus doubling it makes no difference, you still need to touch the creature/object that you target.
Yeah, basically Spell Sniper doubles all ranged spell attacks (so a distance of 0ft x2 still is 0), and Distant spell can make a Touch spell reach out 30ft.

It always had a range but it isn't expressed in feet and thus doubling it makes no difference, you still need to touch the creature/object that you target.
Look at it this way, "Touch" is a range of 0 ft. Doubling that is still 0.
For reference compare Spell Sniper to the Sorcerer's Distant Spell Metamagic:
"When you cast a spell that has a range of 5 feet or greater, you can spend 1 sorcery point to double the range of the spell.
