The description for Hoard Magic Items in Fizban's Treasury of Dragons says "Certain magic items can absorb the ambient magic of a dragon's hoard." Does this then mean that any magic item, say, a Dragon Slayer Scimitar, could be placed in a dragon's hoard, left to steep, and then gain the bonuses of, say, a Dragon's Wrath Weapon while still keeping its previous statistics?

Certain magic items can absorb the ambient magic of a dragon’s hoard. The mightier the dragon, the more powerful the item becomes when it is steeped in the dragon’s hoard. These items, called hoard items, have four states, which are summarized on the Hoard Item States table.

As Quar1on said, not all magic items can be Hoard Items, only certain ones left to steep in a dragon’s hoard absorbs power from it and are presented as such. Here's another quote that support the notion:

No. The "certain magic items" that text is referring to are specifically the hoard items that the book then lists.
