All characters have saving throws. This is based on their attributes and their class. Each class grants two proficient saves. In the case of a Rogue, that is Dexterity and Intelligence. Assuming you have a 14 in Dexterity and 14 in Intelligence, a level-1 rogue would have a +4 in those two saves. Unfortunately, many spells have a Wisdom save, and wisdom is a common "dump stat"...
For rogues, they can't cast spells unless they have arcane trickster but are they able to save spells without it?
I think you're confusing two things. Your save DC is the number that somebody else has to roll to save against your abilities. Arcane tricksters are the only rogues with spells, so they're the only ones with a save DC for spells. (Some other rogues probably have save DCs for their non-spell abilities.)
Everyone gets saving throws against enemy abilities that require a save. The save DC and stat for those saves are determined by the ability.

If an enemy casts a spell or uses a feature which requires the PC to make a save the player rolls a D20 and adds their saving throw modifier. If they meet or exceed the enemies spell save DC they succeed in the save

Correct, but it has to be the DC appropriate for the spell. You can not roll a Dex save if the spell requires Wisdom, for example.
