Could I still make a beast master ranger that uses the primal companion option if I bought Tasha's Cauldron of Everything without purchasing the Players Handbook? Or do I need to buy both books to make this character?

Tasha’s does not include the Beast Master subclass. For that, you’ll need the Player’s Handbook. So yeah, for your case, you’ll need both.
Sure is a shame Hasbro took away individual purchases in the marketplace.
