To address the question more directly: RAW there's no way to "shut off" a dragon's breath weapon, as with most monster abilities. You can ask your DM if they're open to some move like this, but they're under no obligation to allow it.
Also, Arcane Lock specifically says that it functions on "entryways", so strictly speaking it can't be used in this context in the first place.
This would be next to impossible to do on any dragon older than Young Adult. The head of most Adult chromatic dragons is about as big as a Medium-sized creature. Carrying around a muzzle that big would not only be heavy, but also very cumbersome. Then actually getting an object that large around the dragon's head??
If you really want to build something, make a spring-release trap with a chain that you can attach to a very heavy, sturdy "object" like an old tree. If you can bait the dragon to step on the trap, you can at least Restrain the dragon for 1 round.

This is very much one of those situations where "being able to try it" is radically different from "being able to successfully do it."
Find your own truth, choose your enemies carefully, and never deal with a dragon.
"Canon" is what's factual to D&D lore. "Cannon" is what you're going to be shot with if you keep getting the word wrong.
