Does this mean the wielder can expand or reduce the radius by only 5’ per action or is 5’ just the increments of such? Ie. after the blade is drawn in which the radius is 15’ bright & 15’ dim can a user expand or reduce the radius to its maximum (30’x30’) or minimum (10’x10’) [or anything between] with ONE action or are they using an action PER 5’?
The expansion or reduction of the Sunblade's light radius works in 5-foot increments per action. This means if you wish to adjust the light from its initial setting to either its maximum or minimum radius, you would need to dedicate one action for every 5 feet of adjustment.

Can you choose to have the light come out the first time at any particular radius or is it always 15x15 to start?
Also, my Sunblade is actually dawnbringer from the Out of the Abyss campaign. I wonder if she could tailor the radius herself as an intelligent weapon.
It always start at 15+15ft. And Dawnbringer has no rule that says differently. But if the DM would let the weapon choose a starting radius by itself (due to being sentient), then I'd say that it would always start at the max 30+30ft distance (due to its lore).
