Do the AC bonuses from a ring of protection and bracers of defense stack?
Yes. In general, bonuses stack, unless they’re from the same spell (see “Combining Magical Effects” in the Player’s Handbook). You also can’t benefit from more than one ring of protection, for instance, since you can’t attune to more than one copy of an item at a time.
Still yes; by RAW the Sacred Weapon subclass feature has no restriction on what weapon it can be applied to aside from the general rule against stacking multiple instances of a specific effect. Now, it’s possible that your DM might rule that an Evil weapon is incompatible with the effect, but that’s DM fiat, not RAW.

The Sacred Weapon feature has no restriction to the weapon being already magical, nor if it's sentient. All it say is that if it's not already magical, it becomes magical for the duration.

Can a Paladin use "Sacred Weapon" on an already magic weapon? Specifically if the Charisma Modifier would give it a higher attack bonus?
Yes, both things stack. Bonuses can stack unless they are from the same source.
