When your character gets into a combat situation, the DM will ask everyone involved in the fight to roll Initiative. You roll a d20 and add that +2 to the result. The results determine in which order all the characters take their turns during combat, starting with the highest rolls and then moving down.

Yes.
The character you made has a 12 or 13 Dexterity and no additional modifiers. See Initiative for more information.
