You can only polymorph into beasts, yes. Using the 9th level spell “True Polymorph” you can polymorph into anything. You cannot use a creatures legenday actions with either spell.

Can you polymorph into anything or just a beast as the spell says? And if so can if you turn into a creature with Legendary actions can you use them?
