War Magic When you take the Attack action on your turn, you can replace one of the attacks with a casting of one of your Wizard cantrips that has a casting time of an action.
Devouring Blade The Extra Attack of your Thirsting Blade invocation confers two extra attacks rather than one.
I see no reason why they wouldn't work, Thirsting Blade now gives weapons Extra Attack and War Magic doesn't even specify it needs to be Extra Attack anyway, it just allows replacing out an attack.
If it's worthwhile doing, I'd say a no, War Magic requires level 7 Fighter, Devouring Blade requires level 11 Warlock, so you're not getting this until level 18 and War Magic limits itself to your Wizard's Cantrips, given this the build is very MAD, you'd want INT, CHA, DEX and CON, perhaps even STR. Assuming you go pact of the blade, at which point, as you can only have 1 pact of the blade weapon then you want to be CHA. You may also want a feat or two too boost the effectiveness of the Pact Weapon, such as Great Weapon Master or Polearm Master, GWM requires Strength 13 where PAM requires Strength or Dexterity 13. You also want some AC so Dexterity and you'd lack the STR for heavy armor, so medium armor.
Too me it feels like it'd stretch out the ability scores too thinly across the character and the benefits for doing so are not particularly great.

The War Magic feature works with Thirsting Blade or Devouring Blade. since it's especially Extra Attack friendly.
Agreed. Why bother with 11 levels of Warlock when you only need 4 more levels in Eldritch Knight to get 3 attacks?
