So I'm in a political intrigue campaign (lvl 9 char, bard 6/rouge 3), and I'm trying to get my persuasion score as high as it can go so I can smooth talk my way out of some bad situations I might accidentally work myself into. Currently its sitting at a +13 from: +5 cha, +8 (4 base bonus *2)from expertise. Silver tongue from College of Eloquence doesn't allow me to roll lower than a ten, so 23 min, 33 max. I want to get the Diplomat feat from Unearthed Arcana, but I'm not sure if it will stack with the expertise I already have. The main part of the feat I want to focus on reads as follows:
You gain proficiency in the Persuasion skill. If you are already proficient in this skill, you add double your proficiency bonus to checks you make with it.
So I'm guessing that it will be able to give me a total of +17 from expertise now being (4*2)+4, but I'm not sure if that's correct. Please help me clarify, and thanks for reading!
Nope. The general rule is that you can't add your proficiency bonus to something more than once. Expertise and the like only really count as once since it's not multiple instances of your proficiency bonus, it's your proficiency bonus doubled, but you still can't stack multiple of those since they do count as your proficiency bonus applying.

In addition to the rule about adding your proficiency bonus to a die roll only once, there is also a rule that you can only multiply the bonus once before adding it:
Whenever the bonus is used, it can be multiplied only once and divided only once.
