Unless it's changed, believe it has to be at least one size larger then your gnome.
To expand on what AuroraMoon said, the specific language used is "a willing creature that is at least one size larger than you and has an appropriate anatomy". It's presumably up to the DM to determine which things have appropriate anatomy and which don't.
This is defined in the Mounted Combat section of the Player's Handbook, which appears in chapter 9 in the 2014 version and chapter 1 in the 2024 version. The rule is the same in both.
