I would say you would need to activate the animated shield before you wild shape and both things cost a bonus action in 2024. If the form could wear the shield on an arm then it could be after wild shape but can not think of any such applicable forms valid for wild shape.

I'd say no, Apes can handle basic tools but something like a weapon or a shield, no. A human could throw a Javelin up to hundreds of feet whereas an Ape would struggle to throw one ten foot away and it wouldn't have the lethal force of a human thrown one. Additionally Apes usually use their arms as front legs while walking, their movement speed would have to take a hit if they had items in hand.
I'd say it would need to be a bonus action before wild shape still in the case of an Ape. Else wise it's going to take a major hit to action economy for an Ape to stand up right and to lift a shift, more than the normal bonus action of using the animated shield. It's an extraordinary effort for an Ape.
