Not to my knowledge, but I think an official statement or errata would be necessary to disallow it.
At class levels 4, 8, 12, and 16, you get a feat that you qualify for. At level 19, you get an Epic Boon feat or another feat that you qualify for.
Epic Boons are just feats. They may have other prerequisites, but they all require you to be character level 19+. By contrast, Fighting Style feats are also just feats but all require you to have the Fighting Style Feature. You will need to have a Fighting Style before you can take one as a feat choice.
So, as long as your character is level 19 or 20 and you have a feat choice for that level, you can take an Epic Boon feat. If WotC changes the requirements in the PHB, Heroes of Faerun, and Forge of the Artificer to make it require the Epic Boon class feature, that would be different, but for now, it does not.
Note that officially, it is optionally possible to get additional Epic Boons after reaching level 20, but I don't know how widely used that is.
Also, multiple castings of Wish would allow you to replace all of your feats with Epic Boons once you are character level 19+.
I doubt we will ever see a change in the rules or clarification that it is correct.

No. I was hoping there was a Scottish use of Spam, like Hawaiian Musubi, that would have worked as a humorous explanation, but no luck. I've never had a post marked as spam and it standard for the powers-that-be to not reveal the reasons for a post being marked as spam because it would help spammers avoid any filters.

But the 19th level feature is you gain an Epic Boon feat (see chapter 5) or another feat of your choice for which you qualify. A clearer way for them to phrase it if they wanted any feat would be just you gain a feat. As if the only restriction was you are 19+ well then any feat gained at 19 would do it and the feats saying 19+ would be enough to let you know you can take them.
But under feats category says this, Category. A feat is a member of a category, which is noted in the feat. If you’re instructed to choose a feat from a specific category, such as the Origin category, that category must appear under the feat’s name. If you’re instructed to choose a feat and no category is specified, you can choose from any category.
So that should mean you can take it as long as you have a total level of 19+ and a feat available. Whether the 19th level feature stating a category is intended to mean the absence of it means you can't get access to it otherwise is not clear. It feels like their intent, but RAW and RAI don't always end up the same. Not that I expect them to ever to hit 19th level in the next campaign i run but I suspect I'll run it that you need to be single classed unless they make their intent clear is otherwise.

If they had not highlighted that Epic Boons were an option, I'm sure many players would have missed it. It's like highlighting that you can take an Ability Score Improvement feat at levels 4, 8, 12, and 16. You can still take an Ability Score Improvement feat at level 19 too. The class feature and text just highlights that feat as a recommended option. The Epic Boon and Ability Score Improvement class features are clear and follow the same pattern. Both allow for any feat choice as long as you meet the requirements of the specific feat and both offer recommend a specific feat or category of feats.
So that should mean you can take it as long as you have a total level of 19+ and a feat available. Whether the 19th level feature stating a category is intended to mean the absence of it means you can't get access to it otherwise is not clear. I don't think it's their intent to have the feature Level 19: Epic Boon in order to be able to take Epic Boon feats, otherwise it would have been listed as Prerequisit like we see when it's the case. For example;

Or... you could pray to Mystra and Wish for a Magic Item that lets you cast Wish like a Luck Blade or a Ring of Three Wishes.
