Would she be considered a demon lord? She is a fiend, she has and controls a layer of the Abyss, she is somehow powerful enough to trap souls in gems, so would she be considered a demon lord? In the lore she forcefully took over her layer, so she definitely has the power to stand up to demon lords (ignoring her statblock compared to others that are confirmed to be demon lords). Demon Lords is not a single hard tier of being, it's more a catchall term for the ones considered to be above a certain threshold of power. Keep in mind that Llolth is a Demon Lord and also a full-fledged deity; there is not a hard parity of power/strength among the Demon Lords. If you think it fits for this character in your campaign, use the title.
