He feels connected to the Evil realm like a child to his family because he thinks all the goods don't allow free will of self interest, yet he holds himself to a pacifist code of conduct where he never harms another which makes the goods scratch their heads in confusion . Unless it's in the form of bard songs that cause them to psychologically break and even then they weep that someone forced them to do something like that. Yet they are all over the place and think everything is foolish until his well being is threatened

I am a Neutral Evil human species born individual with a complex being where I have a LE belief system where I will not harm another.
Alignment is a bunch of fuzzy overlapping categories that can't encompass all characters. It also has very little mechanical relevance, and there are no consequences for changing it.
In short: if you think the character is NE by your definitions, then they're NE.
I do not support the practice of imposing complex ethical discourse onto the D&D Alignment system.
The Material Plane The Material Plane is the nexus where the philosophical and elemental forces that define the other planes collide in the jumbled existence of mortal life and mundane matter. All fantasy gaming worlds exist within the Material Plane, making it the starting point for most campaigns and adventures. The rest of the multiverse is defined in relation to the Material Plane.
Beyond the Material Beyond the Material Plane, the various planes of existence are realms of myth and mystery. They're not simply other worlds, but different qualities of being, formed and governed by spiritual and elemental principles abstracted from the ordinary world.
Outer Planes If the Inner Planes are the raw matter and energy that makes up the multiverse, the Outer Planes are the direction, thought and purpose for such construction. Accordingly, many sages refer to the Outer Planes as divine planes, spiritual planes, or godly planes, for the Outer Planes are best known as the homes of deities.
For those familiar with Toril’s cosmology, this framework implies an objective, ontologically real moral entity within D&D’s metaphysics—one that defines Alignment independent of subjective interpretation. Attempts to reconcile non-traditional alignments, moral relativism, or moral pluralism with D&D’s Alignment system are fundamentally untenable due to incompatible ethical presuppositions.
If such exploration is desired, I recommend referencing Pathfinder’s Removing Alignment system as an alternative framework.

Sounds a lot more like Chaotic Neutral to me, unless you can elaborate on why they're drawn to Evil beyond "they assume all Good is totalitarian".
LN seems the most fitting to me, he serves himself and doesn't lean toward good, but he also refuses to do evil things like killing people. He follows a set of rules, they're just his personal creed.

Pokemon Master, Hero of Hyrule, Jedi Knight, Minecrafter, Celestial Being Beyond Comprehension, Bounty Hunter, Salmon Runner, Nailmaster, Yarn Yoshi Enjoyer, Animal Lover, Math Rock Roller, Nerd King in all Aspects.
(And, of course, Dragon Tamer. It is in the name, after all)
If having a basic set of core principles is enough for Lawful, then pretty much every humanoid in existence and most other forms of sentience are Lawful. There needs to be a larger structure for it to be a specific characteristic rather than just one of the basic aspects of being a person.

Self serving definition almost screams Chaotic. If you are doing something actually self serving, chances are it is lawful by accident, vice design.
