I know that trolls can regenerate limbs and heads. But I can’t find any specific evidence of how LONG it takes for said regeneration to happen. Is it an action that the troll as to take on its turn? Does it happen automatically at the start of it’s next turn? Does it have to take a “long rest” for it to fully heal and therefore grow it’s new appendage? Help me out here peeps!
It isn't specified, but you could use the Regenerate spell as a guide - taking 2 minutes to fully grow back; or whatever seems most appropriate to the drama of the situation :-)
The troll regains 10 hit points at the start of its turn. If the troll takes acid or fire damage, this trait doesn't function at the start of the troll's next turn. The troll dies only if it starts its turn with 0 hit points and doesn't regenerate.
So, That's a trait that works pretty much as a PC trait would have. Its granted and works "passivelly" as long it meets the conditions demanded. Answering your doubt about "how long it takes to regenerate" it hapens as said "at the start of its turn". You can use a countdown on that regeneration process if you wish, but as writen on the trait that happens automattically when its turn starts (before any of its movements or actions, right at the start).
No "long rest" is required, but a troll that want to fully recover (for more than those 10hp) would probably run and avoid taking more damage (recovering 10hp each turn until it has full hp again). Thats the point when the fire and acid damage can be a good tatic for its foe, since no matter the much damage it takes from these types, the trait don't work in that turn. And also there's where the last part of the trait becomes important to notice: it must take acid or fire damage in the turn it goes 0hp to do not regenerate and die outright.

Oh sorry. Now I see. Well, I think the same speed on the regenerate spell, as mentioned, works nice for it. Or if you want to make it more troublesome for the players you can make an action to the troll to catch and fit de severed member and it just instantly reatches to the body. I think there's not much clarification on that couse there's no real mechanic on sever body parts though.
Regeneration doesn't mention the times it takes for a troll to regrow limbs. It's description only says a troll's wounds close quickly and it can even reattach severed body parts, untroubled by its momentary disability.
The Variant rules for Loathsome Limbs mention if the troll finishes a short or long rest without reattaching a severed limb or head, the part regrows. So at least 1 hour, unless you use variant rules for Rest.
Loathsome Limbs: Whenever the troll takes at least 15 slashing damage at one time, roll a d20 to determine what else happens to it: 1-10: Nothing else happens. 11-14: One leg is severed from the troll if it has any legs left. 15- 18: One arm is severed from the troll if it has any arms left. 19-20: The troll is decapitated, but the troll dies only if it can't regenerate.
