What does "stacking bonus" mean as seen on the ability page of the character builder?

In the "Ability" page of the character builder (not sheet), there's a section under each ability that is named "stacking bonus" (see this Imgur).

I have no clue as to what this field means. I never found a way to increase it, and it's always "+0".

What is it? What kind of features increase this value?
