I was idly considering character ideas for future campaigns ( because who doesn’t like to do that? ) reflecting on creating a sailor/pirate. Looking at the sailer background in the 2024 players handbook I noticed it didn’t include proficiency in water vehicles. I then looked at the section about mounts and vehicles in the book. Couldn’t find anything so did a search online - all I got was crafting rules with tools for 2024 or 2014 rulesets.

No, they're not tools, they're their own category of Mounts and Vehicles distinct from Tools.

The rules about Proficiency says that there are two categories of equipment proficiency, tools and weapons. So it seems that vehicle proficiencies got nixed in the 2024 rules along with armor proficiencies (they became "training" instead).

Mixed feelings on that but then I feel like the 2024 ruleset is a mixbag

For the case you're mentioning, I'd allow the use of Navigator's Tools for ability checks related to sailing.
