So I'm making a warlock and decided to grab cultist initiate for a free casting of hex, question is, do the spells from cultist initiate count as warlock spells, and can I cast them using an arcane focus?

It a spell is on the Warlock spell list, such as Hex, then count as a Warlock Spell, so are any spells given to you by another Warlock feature.
