Its Scorching Ray is level 5 version. Does this mean the spell gets 6 rays, each at 2d6 (rolling separate to hit I know) or does it mean treat the cultist as a level 5 caster, thus only having (at highest) a 3rd level slot to get 1 more ray?

Level 5 version Scorching Ray means the Fiend Cultist casting it can hurl six fiery rays.
