Disciple of life states that you add 2+spell level in bonus healing when you cast a healing spell using a spell slot in the 2024 update.
So why does the bonus apply to the staff of healing if the staff uses charges and not spell slots? And i assume it wouldnt work on say a scroll of cure wounds?
It doesn't. Disciple of Life's healing bonus only applies to spells cast using spell slots. Spells cast from magic items (including both scrolls and things like a Staff of Healing) don't use spell slots, so the bonus doesn't apply.
If you're seeing that bonus applied to the spell's die roller button on the D&D Beyond character sheet, that's a bug in D&D Beyond.
2024 Cleric Life Domain, Disciple of Life says "When a spell you cast with a spell slot restores Hit Points to a creature..."
In order to get the bonus healing, you need to cast a spell by expending a spell slot and it must restore hit points to a creature. A staff of healing does not use spell slots so it would not apply. A rare few other magic items would apply though. A Hat of Many Spells or Mizzium Apparatus could be used by a Wizard/Life Cleric to cast Wither and Bloom (Strixhaven Curriculum of Chaos) to get bonus healing if the target of the healing expends a hit die (part of the spell mechanic in order to restore hit points).
In general, a magic item will not use spell slots and a healing spell cast through one will not benefit from Disciple of Life.
