I'm playing a lvl 10 minotaur with the charger feat (extra flavour) and I start my turn with haste increasing my speed from base 40 to 80 with haste. Charger in 5e says "When you take the Dash action, your Speed increases by 10 feet for that action" and haste says "Choose a willing creature that you can see within range. Until the spell ends, the target’s Speed is doubled..." If I decide to dash using my action, does the extra 10 speed I gain double from 10 to 20? 80+80+10 or 80+80+20.
Bonus question about dragging a grappled creature. "when you move, you can drag or carry the grappled creature with you, but your speed is halved, unless that creature is two sizes smaller than you"
If I have 40ft of movement and move my 20 feet (maximum while dragging/carrying) and release the target, do I still have 20 feet of "clean" movement?

No. If you'd crossed 20 feet of difficult terrain and then reached clear ground, you wouldn't have 20 feet of clean movement. It's the same thing.

I think it'd be only 10 more, not 20.
I would have to agree. Charger grants you a static amount of extra movement when you take the Dash action, so it would not be increased by any features that double your movement speed like Haste or the Tabaxi's Feline Agility feature.
