If you actually look at the rules, I don't think yo have a problem because what you wrote is not 100% accurate.
Hew. Immediately after you score a Critical Hit with a Melee weapon or reduce a creature to 0 Hit Points with one, you can make one attack with the same weapon as a Bonus Action.
In addition, immediately after you score a Critical Hit, you can move up to half your Speed without provoking Opportunity Attacks.
In reading it looks like you can move, then during your BA make an attack. If you have another action you need to do for your BA, then you need to choose what your BA will actually be.

Yes. The general rule on simultaneous effects is that whoever's turn it is at the time gets to decide what order they happen in. (This particular situation would only ever come up on your own turn, because you can only take bonus actions on your own turn.)
To me it's similar to other cases (*) where the Simultaneous Effects rule is also applied, being "after you score a Critical Hit" the key for this scenario.
