Yes. You can use it on literally any die rolled for any purpose. The only restriction is that it only applies to dice you roll, and not things like saving throws enemies roll against your spells.
Some of the weirder things you can use it on include, but are not limited to:
Wild Magic Surge table rolls
The d6 roll to see whether a Mirror Image duplicate takes a hit for you
There's actually a trend throughout the 5.5e rules of a few things that were previously specified as being randomly determined by drawing cards or flipping coins now being specified as die rolls instead, probably to give you more chances to use this.

It's not restricted to d20 tests, or even to rolling d20s. If you wanna reroll one die out of a damage roll, that's legit.

I should mention that you have to reroll both dice when you're rerolling a d100, because it's really one die.
Just to add the Wish case: Interaction between Heroic Inspiration and Percentage Chances
Technically, you can even use heroic inspiration when rolling to gain HP on level up, though I would personally house rule against that.
