Your rogue has a+ 3 DEX modifier. Also, a level 1 character has a product bonus of +2. So, your attack bonus is +5. And that bonus is for both main hand and off hand.
Now, for the damage bonus you have a +3 for the main hand and 0 for the off hand.
Be aware that technically there is no main hand and off hand. There is the weapon used with the attack action (main) and the weapon used with the bonus action (off).
Correct, two d20 rolls. And also, you can target different enemies with each and move between the two attacks if you choose. One primary benefit of the two attacks is that if you miss with the first then you still have a second chance to use your rogue sneak attack damage bonus on the second attack.
If you are using d&d beyond for character sheets, you can click on one of your 2 weapons in actions, click customize, and check dual wield. Only do this for the off hand weapon. That will move it to the bonus action list and calculate its damage correctly.

Hi. So I am generating level 1 rogue and he has two shortswords. What bonuses are calculated for mainhand and for offhand when attacking?
Rogue stats:
Level 1
STR 13 (+1)
DEX 16 (+3)
CON 15 (+2)
INT 11 (+0)
WIS 9 (-1)
CHA 14 (+2)

Thanks for quick & good answer filcat!
More questions:
- Do I roll 1d20 for mainhand and 1d20 for offhand? Or are both attacks resolved with single 1d20 roll? (Both attacks hit or miss)
Shortsword (Action or mainhand)
Hit: 1d20 + 5 (2 + 3 = Proficiency bonus + Dexterity modifier = 5)
Damage: 1d6 + 3 (Using dexterity modifier because weapon has Finesse)
Shortsword (Bonus action or offhand)
Hit: 1d20 + 5
Damage: 1d6 + 0 (No bonuses for bonus action)
You roll two d20s, one for the main, one for the off.
