As a DM I just made them shoot with disadvantaged. Felt like that made sense. If they stopped riding and were just sitting on the horse, then no disadvantage.

I was a kobold in my last game from 1-5 and I think you'll find your players have more fun because being mounted is such a pain in the neck to begin with. You gotta get a saddle you gotta stay mounted, shooting shouldn't be another hassle. Keeping your mount alive is the struggle not battling on it.

Are there any special conditions to apply if you are riding a horse and which to shoot an arrow at the enemy that you are pursuing?

You could use animal handling or acrobatics to see if they are steady or have disadvantage, but RAW there is no disadvantage while mounted.
