It's only on the Warlock spell list, so the only way a Wizard could learn it would be to multiclass or take a feat like Magic Initiate or Spell Sniper. Keep in mind, all of these options would still require that the Wizard use Charisma as his spellcasting stat for Eldritch Blast. There is nothing I know of that lets a Wizard learn Eldritch Blast as a Wizard cantrip, the way Pact Of The Tome Warlocks can learn Sacred Flame, Ray Of Frost, etc. and have them be Warlock cantrips.

Wizards can if they take the Magic Initiate feat. Otherwise it’s for warlocks only.
