It doesn't matter how, really. As you said, d100 and get a 1-10, d10 an get a 1. Heck, a d 20 and get a 1 or a 2. The old school traditional way would be d100, but there's no reason to do that specifically. Who rolls it is up to you, if that's what you're asking. I usually like to let players roll, and this seems like a player thing, that is, they'll know if something gets complicated pretty quickly. So unless there's a potential for a secret complication (which could be fun). I let the player roll. I wouldn't let them pick what it is, but I'd let them see if there is one.

d100 & if the roll is between 1-10 then Complication occurs or
d10 & allow player to choose # between 1 & 10 & Complication occurs if # is rolled?

My question was more so what would determine the “10%” roll but you’ve answered this for me
I’d also allow the player to roll as well
