In case this comes up... I was thinking of a tactic my Hexblade could use to attack a Dragon. Not that I'm looking forward to it, but... currently at 5th level Hexblade / 3 levels of Rogue Swashbuckler
Let's say there's a dragon 100 feet away from our party... just kind of hanging out in a field or whatever.
Move - go 10-15 feet closer (partly to be in range, and also away from party members to avoid the AoE damage) Action 1: Thunderstep onto it's back, or just above it's back... 2nd Attack (Thirsting Blade): if a hit, do regular damage, plus Eldritch Smite, plus Sneak Attack, fancy footwork disengage for no AoO. Bonus Action Dash away...
My assumption is that this tactic - given good dice rolls - would force the dragon to then be prone...
So, Thunderstep says you can "teleport yourself to an unoccupied space you can see within range." Is a space 10 feet above a dragon unoccupied? Or does it have to be a "space" on the ground?
Casting Thunderstep requires you to take the "cast a spell" action for your turn. If there isn't anything already on the dragons back then I would think this could put you on the dragons back.
However, the thirsting blade invocation gives you an additional attack with your pact weapon IF you take the attack action.
"You can attack with your pact weapon twice, instead of once, whenever you take the Attack action on your turn."
So ... although you could put yourself on the dragons back ... you can't attack ... which might be a bad thing :)
P.S. If you do hit with eldritch smite then the dragon would be prone (at least until they stand up). Your warlock (if less than level 11) will also be out of spells.
You could take 2 levels of fighter for action surge. You could also use misty step which greatly limits range, but is a bonus action. If you're going to do something that takes two turns anyways you could cast fly on yourself (and maybe a party member also) and then smite during the next turn.

I thought that might be a problem, with Thunderstep being an action.
Someone needs to drop a Haste spell on me, Or... I need to take someone else with me, who has Eldritch Smite.

There is the 5th level spell far step which lets you make a bonus action 60 feet teleportation as long as you concentrate on it.
