Any subclass can be used in any campaign with DM permission. Just as the Artificer class is not restricted solely to Eberron, even though it was created for that world. The DM can also disallow any classes or subclasses, even if they are in the PHB.
I would agree with Unruly_Cow. It is DM's choice what is or is not in play for their game. It says as much in one of the books, that the DM is free to change and adapt things to fit their own campaign.
Of course it's DMs choice, but the Circle of Spore feels less setting-specific than some subclasses. It feels pretty neutral to me. No reason there shouldn't be druids in other worlds that have a special connection to fungus.

Can a player choose this subclass for any campain setting? I have a non Dm party member arguing it is for Ravnica only.
