If you name an item, there is a tool (or tools) that can be used to craft it. And there are several backgrounds, races, and subclasses that take advantage of this fact.
OP means a tool on DNDBeyond to create non-magical items, which kind of already exists, though it isn't obvious and can't be shared as desired. If you have a character already created, you can open the manage equipment tab and create a custom item.

The artisan tool proficiencies are for this. Particularly Smith's tools and leatherworker's tools will let you craft any armor. Smith's tools and woodcarver's tools will let you craft any weapon.
