Since it hovers would it still have it's movement/ speed reduced to 0? Would it be able to turn around? There's no "Facing" rules in D&D, are there? Thanks for your Input
Restrained
A restrained creature's speed becomes 0, and it can't benefit from any bonus to its speed.
Attack rolls against the creature have advantage, and the creature's attack rolls have disadvantage.
The creature has disadvantage on Dexterity saving throws
The beholder doesn't have immunity to the restrained, and nothing about having a fly speed, even one with hover, interacts with having that speed reduced to 0.
Facing rules are an optional rule, but by default it's not used and doesn't require movement/speed greater than 0.
Yep, works fine with spells too. Preferably use ones that target their strength save (it's +0) like Entangle or Maximilian’s Earthen Grasp but others like Web or Snare works too.

This is true but do note that a Beholder can hover and it is immune to Prone so it won't automatically fall down (you'll need something like Earthbind for that).
