Context, I am an artificer who dipped into bladesinging. My character is shifting to be one our settings great artificer,s but how can I do that while being unable to reach level 20 in that class?

You don’t. Modify Memory doesn’t delete class levels, because it doesn’t state it does. It just deletes the characters knowledge of the events. This would be a DM conversation because rules wise, there is not a single rule out there that officially allows you to change character levels. I’ve personally allowed it in my games via the Wish spell, but that was it.,

Modify memory does not change the length if the event it alters at higher levels. Still 10 minutes.
Furthermore, it only alters memory of events not any knowledge or skills. You can know something without remembering when, where, or how you learned it.

I'm not sure why you need 20 levels in artificer to be a great artificer.
While they were discussing changing a subclass the same principle applkies that the main thing is that the players (including the DM) have fun. If you regret your dip into bladesong speak to your DM about it. While there is nothing in the rules as to how this is done an understanding DM would allow you to do undo the decision. Their may be narrartive behind it such as a powerful wizard who has his own variant of modify memory which does it, or the mechanics could be completely waived, "OK start the next session as a singfle class artificer"
As previous mentioned, retraining class levels may not be well established in RAW, but can be handled in-game the same way that people change careers in real life, DM permitting.
Take some downtime, study a new skill, and stop practicing unused techniques. You'll naturally forget the bulk of anything you neglect, and that reclaimed time will bolster your other endeavors.
