While you are in Waterdeep or elsewhere in the North, your house sees to your everyday needs. Your name and signet are sufficient to cover most of your expenses; the inns, taverns, and festhalls you frequent are glad to record your debt and send an accounting to your family’s estate in Waterdeep to settle what you owe.
However, I am unsure what it means by The North. Could I class the entire region from Waterdeep in the south to the Spine of the World in the north, and from the Sword Coast in the west to the Long Road in the east; as essentially being the north, or do you only get the benefits of being a Waterdhavian Noble, in Waterdeep and connected locations?
I am slightly confused, can somebody clarify this for me, please.

Normally when you choose a backstory such as that, you'd want to work with your DM to come up with the family you are part of since there are a ton of areas and lineages in Waterdeep. That way you know which family, what power they hold with what trade and how far-reaching their influence and power are.
It will depend on your DM, but in general it means anywhere close enough to Waterdeep (that isn't currently at war in your DMs version) that they could reasonably expect payment. Larger towns will likely be more likely to accept the IOU.
In general, I would probably assume all the areas described are included, and possibly even more.
For the most part, background features should apply whenever it is reasonably possible to do so, it makes characters more interesting and the actual benefit is pretty small.
